The Special Investigating Unit (SIU), a Schedule 3A entity in terms of the Public Finance Management Act (PFMA), is an independent statutory body that was established in terms of the Special Investigating Units and Special Tribunals Act No. 74 of 1996. The primary mandate of the SIU is to investigate allegations of corruption, malpractice and maladministration in government departments, municipalities and State-Owned Entities, and to recover financial losses suffered by State institutions.

Job description

Main purpose: This role is responsible for managing a wide range of corporate governance requirements, providing high-level secretariat support to the unit’s management and corporate committees, and assisting the Senior Manager: Corporate Secretariat  & Governance in supporting the Accounting Authority to ensure broader corporate governance requirements are in place and well managed.

Key performance areas (Include but are not limited to): Corporate Governance: Assist with developing and reviewing committee terms of reference and appropriate governance structures to support objectives. Monitor and regularly review the SIU’s Corporate Governance Policy and Framework. Secretariat Support: Assist the Senior Manager: Corporate Secretariat & Governance to ensure high-level support is provided to the Accounting Authority and Corporate Governance Committees. Assist in providing secretariat support when required, including interdepartmental and international committees and/or associations: Human Capital and other Resources Management. Assist in budget planning and management in the CG unit. Assist in managing Human Capital within the OG Unit.

Technical skills: Excellent organisational and time management skills, excellent written and oral communication skills, excellent interpersonal skills, and problem-solving skills.

Required knowledge and behaviour (include but not limited to): Sound knowledge of good corporate governance principles. Knowledge of policy development. Sound knowledge of legislation and regulations pertaining to the environment, e.g. PFMA, treasury regulations, Corporate Governance framework, Companies Act, King IV, etc. Sound knowledge of project management principles and processes. Commitment. Attention to detail. Deadline driven. Integrity. Results-oriented. Team player. Decision making.

Minimum requirements

Minimum qualification and experience: B Degree in Law or B. Com Law (NQF 7) or equivalent. Five years’ work experience as a legal advisor to corporate governance structures; experience with high-level secretariat and reporting at CGC (or equivalent); experience in implementing corporate governance, policy development and project management. Two years’ management/supervisory experience. At least one year’s experience in public-sector corporate governance will be an added advantage.
