The Special Investigating Unit (SIU), a Schedule 3A entity in terms of the Public Finance Management Act (PFMA), is an independent statutory body that was established in terms of the Special Investigating Units and Special Tribunals Act No. 74 of 1996. The primary mandate of the SIU is to investigate allegations of corruption, malpractice and maladministration in government departments, municipalities and State-Owned Entities, and to recover financial losses suffered by State institutions.

Job description

Main purpose: To maintain the accreditation and compliance of the SIU Anti-Corruption and Cyber Academy at a strategic and operational level and ensure adherence and application of applicable legislation, Regulations, and Policies. 

Key performance areas (Include but are not limited to): Manage the accreditation and extension of the accreditation for the academy. Coordination and facilitation of the establishment of the Assessment Centre. 

Maintaining and updating the Quality Management System (QMS) as and when required. Handling the Facilitation of qualification and curriculum development. Facilitate and Liaise with the qualifications content creators (internally and SIU external partners), subject matter experts, the relevant SETA and the international cyber expert to ensure that learning materials are aligned with the curriculum and SAQA requirements.  Stakeholder Management.  Coordinate the registration and reregistration of assessors and moderators of the academy. Oversee the assessments and moderations of the Learner PoEs done by assessors and moderators. Ensure adherence to preparing the Final Integrated Summative Assessment (FISA) and External Integrated Summative Assessment (EISA) of the academy. 

Required knowledge and Behavioural (include but not limited to): Knowledge of the requirements of the South African Qualifications Authority (SAQA), SETAs and Quality Council for Trades and Occupations (QCTO). 

Proven experience and knowledge of the ETQA Processes. Knowledge of the assessments and moderation of Learner PoEs. Knowledge of Occupational qualifications and legacy qualifications.  Knowledge of processes of accreditation of Skills Development Providers and Assessment centres. Stakeholder Engagement. Collaboration. Ability to work independently and as part of a team.  Reliability. Planning & organising. Judgment and decision-making. Excellent communication skills (Verbal and written). Result and Quality focused. Attention to detail and accuracy. Ability to work effectively under pressure. Cordial relationships with internal and external stakeholders. Ability to manage and supervise.

Minimum requirements

NQF level 7 Bachelor’s Degree in Human Resources/ Business Management or Post Graduate Diploma in Human Resources Development or Business Management will be an added advantage. Must have ISO 9001: 2015 Certification. Must be a Registered Assessor and Moderator with any SETA. A minimum of 5 years experience in Learning and Development in particularly in curriculum Development.
